Use the 'Join' option of the Query Builder to build a join query with the where clause against the second table in the join. The following shows the required steps:
1) Select both tables (at this point the 'Join' radio button at the top will be enabled).
2) Click the 'Join' radio button.
3) Check the 'Customize Join' check box.
4) At this point the 'Join Criteria' editor will be enabled.
5) Type in your where clause criteria.
