Default WebSpeed broker will not start
WebSpeed agents hang in STARTING mode and then broker die
Timeout while listening for server : java.io.InterruptedIOException: Accept timed out
ERROR: cannot start server. (8100)
Exception unbinding broker (not bound) : <brokername> (8525)
Performed a custom installation
Installed product: WebSpeed Trans Svr

FIX:
To workaround the problem, perform a typical and/or complete installation of Progress 9.1d.
