Can a progress client connect to a database in shared memory when the client and database server are in two seperate installations directories?

FIX:
Yes, the two clients (progress and the WebSpeed agent) can connect to a database server in shared memory as long as the progress client/agent is the same version as the database server. Remember patches can effect the shared memory version so, if progress client/agent 9.1D03/3.1D03 is trying to connect to a database server version 9.1D05, the connection will fail.
Thus, the connection fails not because the two components (client & server) were in different directories, but because they were two different shared memory versions.
