s/e 247 after upgrading version of PROGRESS - check keywords

With each release of PROGRESS, new keywords may be introduced which
could cause compilation errors such as s/e 247 "** Unable to
understand after -- "<string>"." The developer may have a data
name which has become a keyword and must be either renamed or added
to the keyword forget-list. If the keyword is added to the
forget-list, the developer will be unable to use the keyword as
designed and excludes any related functionality from their
application. The newkywd file (in the directory where PROGRESS is
installed) lists all newly-introduced keywords for the most recently
installed release.

If the keyword exists in the prior version, the PROUTIL conversion
utility will allow references to remain in the database. Existing
references to that pre-existing field may be allowed, while new
uses of the keyword may generate compilation errors.
