FACT(s) (Environment):

SYMPTOM(s):
Unexpected Java process is running
CAUSE:
The Admin Service is running. The Admin Service and Name Server are Progress Products that are based on Java. With a typical install, the Admin Service is configured to start when booting the machine. By default, the Admin Service will also start the Name Server.
FIX:
If the Admin Service is not required (such as on a development machine), then you may want to stop and disable at startup the following service in Configuration Panel/Services: "AdminService for PROGRESS X.Yz".
