SYMPTOM(s):
SAX Parser fails to parse local XML document with a remote DTD
Error : SAX-PARSE-NEXT, Unexpected Error
Error is generated if remote DTD is unavailable or path is incorrect
Functions correctly if direct connection to internet is used
Fails if proxy is specified
Functions correctly with the default proxy configuration
CAUSE:
Proxy is blocking the packets sent by the SAX parser
FIX:
Configure the proxy server to give the SAX parser sufficient access to reach the internet
