SYMPTOM(s):
Running the English rbres32.dll on 9.1D05 the report builder starts as expected.
Running the German rbres32.dll on 9.1C the report builder started as expected
Running the German rbres32.dll on 9.1D05 the report builder is not started
When Report Builder does not start, there are no error messages, it just doesn't initialise

\dlc\bin contains the following files (and their permissions are correctly set for user access):

rbres32.dll
rbpd32.dll

rbutil32.dll
CAUSE:
RBLNG environment variable set incorrectly
FIX:
RBLNG environment variable should be set with an absolute, mapped or UNC path listing. There may be no environment variables in the path and the user must have permissions to read the file.
For example:
%DLC%\prolang\ger\rbger32.dll # is not valid
The following would all be valid:
[absolute] F:\91D\dlc\prolang\ger\rbger32.dll
[mapped-drive] G:\prolang\ger\rbger32.dll
[UNC] \\server-name\shared-resource-pathname
