Cannot start Admin server after installing the service pack
Since the service pack has been installed, the Admin service cannot be started
proadsv -start -interactive true gives following output

proadsv -start -user "root" gives User root is not authorized to start Admin Server
User is not authorized (9899)
CAUSE:
Service pack has not been installed correctly, ie installation has been interrupted.
FIX:
Redo installation of Service Pack.
