CHANGE:
Installed the 9.1D06 Service Pack
CAUSE:
Bug# 20030521-011
CAUSE:
The subscribe for the 'Event on Change' did not properly use the TARGET-PROCEDURE phrase when subscribing to the event so the link between the two procedures was not established.
FIX:
Upgrade to Progress 9.1D07 or later
