SYMPTOM(s):
Unable to open parameter file <name>, errno <number>. (1247)
Unable to open parameter file %DLC%\startup.pf, errno 2. (1247)
DLC directory has startup.pf file.
CAUSE:
The environment variable %DLC% is not pointing to the correct directory.
FIX:
Set the environment variable DLC to point to the directory where Progress is installed.
