Promsgs files are 0 length
The promsgs translation files (in the prolang subdirectory) for VMS
will all be 0 length (except for French and Spanish) because these
translations were not offered until 6.2L and above.
The Spanish and French ones appear to work ok, but the customer will
be using them at his own risk.
