SYMPTOM(s):
Progress Explorer cannot establish a connection to the AdminServer.
AdminServer starts as a Windows Service.
Unable to connect to Admin Server. Ensure Admin Server is running.

The description for Event ID ( 100 ) in Source ( jvmStart ) cannot be found.
The local computer may not have the necessary registry information or message DLL files to display messages from a remote computer

Reinstalled the JRE from DLC/3party/msjavx.exe
Downloaded sun's JVM 1.3.1_08 and replaced the DLC/jre directory with the later JVM.
CHANGE:
New Installation.
CAUSE:
Operating System was installed from an image. Problems with the image cause java.exe to produce a core dump. Installing Sun's JDK and compiling a simple Hello World program reproduced the problem.
FIX:
Install Windows 2000 from the Cd's. The problem was not Progress related. The Operating System image taken caused java.exe to core dump.
