Continually has to FIND the same record again when referring to it in field validation
CAUSE:
The record must be re-fetched in each field validation because it is not scoped to the procedure level
FIX:
Use the DEFINE BUFFER command to in the Definitions section to force the scope of the record up to the procedure level
