FACT(s) (Environment):

SYMPTOM(s):
An internal read error has occurred on d:\I.INS. Unable to load installation instructions. Error 703.
Executing the following command:
drive:\setup.exe -r -f1 C:\<windows directory>\setup.iss
to generate the Progress installation Response File Automatically.
CAUSE:
There is no space between the numeral 1 and the letter C in the parameter -f1C.
FIX:
Ensure that there is no space between -f1 and C:\pathname\ResponseFileName.
