SYMPTOM(s):
Ongoing database corruption.
Corruption always occurs after power failure.
Machine does have a UPS box.
UPS box goes down after a few seconds that the power has failed.
CAUSE:
A UPS box is expected not only to filter out glitches in the mains, but also to give the amount of time needed by the system administrator to gracefully shutdown the machine in case of a power failure. The UPS box in question is clearly exhausted and incapable of living up to these expectations.
While it's true that a power failure must not cause a database corruption, it's also true that an exhausted UPS cannot be trusted for its behavior during the transition between full power and zero: in the transition, an exhausted UPS may well flood a computer with spurious interference and any sort of voltage wobbles and flickers, which actually is what a UPS is supposed to protect the computer from.
FIX:
Replace the UPS box.
