Progress Explorer fails to start with snap-in error
Re-registration of prox.dll did not resolve the problem
Re-registration of proexptlr.dll did not resolve the problem
CHANGE:
Installed Progress patch 9.1C25
CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Uninstall Progress and reinstall it to a new location
