check for are any of the following SYSGEN parameters:

GBLPAGES
GBLPAGFILE
GBLSECTIONS <-- this is the most likely candidate. Try increasing.

Note:
Each PROGRESS qualifier /BUFFERS (-B) takes 2 global pages.


If the SYSGEN parameters are adequate, verify that the BIN:PROGRES.EXE
executable has the appropriate file protection.
