CHANGE:

Upgraded from Progress 9.1C to Progress 9.1D

CAUSE:

There are differences in the release of the java version for Progress 9.1D (1.3.0) which is a bit more bulky than the Progress 9.1C java version. However, it provides many needed tools to improve the product. This newer java version requires more resources when the Appserver broker starts.
There is a check being made by the AdminServer during the startup of the 9.1D
Appserver broker alone (no servers yet started for it). If the Appserver has not started yet, when the AdminServer makes its check, this can cause low-memory
machines (128 MB) to see an error during Appserver broker startup.

FIX:

Enhancement Request 3057 has been logged at http://www.progress.com/support
It suggests "Making the timeout variable or adding an option to ubroker to set this...will allow customers with low-end machines to run the 9.1D Appserver with no errors."
