FACT(s) (Environment):
Database license is only product installed.
Performing schema update
Attempting to load a .df for a new or existing database.

CAUSE:
Database licenses is a type of run-time license, run-time license does not allow changing schema.
FIX:
Install a Provision, 4GL Development or OpenEdge Studio license installed to have access to the Progress Data Dictionary or Administration Tool or you can start the client with a -rx option. The -rx option allows a run-time client (like a Database license) to be able to access the Data Dictionary or Administration tool for specific functions like loading a .df.
