Cannot connect to Progress database via ODBC

BROKER: Could not spawn a server. (1890)
BROKER could not fork a server process. (1156)
Broker could not spawn a server. (1157)
Unable to open network session layer. (2904)
CAUSE:
The PROOIDRV environment variable is pointing to OIBRKR32.exe executable instead of the OIDRVR32.exe executable.
FIX:
Set the PROOIDRV variable to point to the proper executable (oidrvr32.exe).
