(MERANT 3.60 32-BIT Progress Sql92 v9.1C)
ODBC test connect fails
Error received during test connect
Users not part of the Administrator group receive error.
Administrators can establish connection.
Added the %DLC%\bin and Winnt\system32 directory to the user's path
Copying pg*.dll into the Windows system directory didn't help

CAUSE:
The exact cause is unknown at the time of this writing
FIX:
Apply the latest patch for 9.1C or upgrade to 9.1D.
