FACT(s) (Environment):

SYMPTOM(s):
Can not launch procedure editor.
msgopen: unable to open promsgs file
System environment variable has been set that correctly points to the PROMSGS file.
INI file is has the PROMSGS file set correctly.
CAUSE:
PROMSGS environment set incorrectly in the registry.
FIX:
1. Open the Registry
Start> Run > Regedit
2. Browse to HKEY_LOCAL_MACHINE\software\PSC\progress\<version>\startup\PROMSGS key.
3. Change the PROMSGS environment variable to point the correct %DLC%\ path.
