FIX:
No. Progress 8.x patches are built for their specific maintenance release (i.e. 8.3A, 8.3B, 8.3C, etc...). Because 8.3B and 8.3E are two independent maintenance releases, the .8.3E patch can not be applied to an 8.3B installation.
