SYMPTOM(s):
Can not connect to name server from cgiip messenger
Connection failure for host <host> port 4501 transport TCP. (9407)
Unable to connect to NameServer at Host <Host> Port <Port>. (8235)
Unable to access NameServer at host hostname port portnumber cs_status =
(-4002)
When going through name server, the messenger returns errors 9407, 8235.
Name server and brokers are all up, brokers registered with name server.

When not going through name server, error 5804 returned from messenger
Although the messenger made request to the name server, verbose name
server log file did not record any requests from the messenger.
FACT(s) (Environment):
All WebSpeed components are on the same machine
Windows 2000 Advanced Server
WebSpeed 3.1D
CAUSE:
The Website is accessed by IWAM_machinename. When the messenger loads under IIS, IWAM user does not have sufficient privileges to communicate with name server or broker
FIX:
Under IIS, select Website, right click->properties-> Directory Security->Anonymous access control->Edit, change the user from IWAM_machinename to IUSER_machinename
