FIX:
In order to connect, you will essentially need to migrate to Oracle first.
1. Connect to your progress database (single user connection is fine)
2. Run the Progress to Oracle migration utility through the DataServer menu within Data Administration
3. You will need to fill out the information within the migration menu.
Please note two important items:
a. Please note that for the connection information to Oracle, you will need the user and password information that is used to connect over to Oracle. If you are using the DataServer broker, you will need to enter in the broker connection information as well.
b. Please note that you will also need to grant specific SELECT permissions against the user referenced during the migration.
4. Start the migration. During the migration, you will see objects being moved over. After the migration is complete, Progress will create a schema holder that will house an image of the schema that resides within Oracle.
5. Once steps 1 to 4 are complete, only the connection parameters for the schema holder and Oracle database are required when running the Progress client.
