Cannot start database after power cut
Starting the database via script: 'Server is already running'
Shutting down the database via script: 'There is no server for the database'
CAUSE:
Looks as though the ID of the shared memory segment in the master block from the time of the power cut is retained - when the an attempt is made to restart the database then Progress checks the segment and sees it is in use - hence the error message.
FIX:
Truncating the .bi appears to clear the shared memory segment from the master block
