FACT(s) (Environment):

CHANGE:
Upgraded from version 8 to version 9.
CAUSE:
And older prosql32.dll from version 8 was not correctly replaced by the installation utility.
FIX:
Copy the esql32.dll from the %DLC%\bin directory into the Windows directory of your machine.
Rename the file you copied to the Windows directory to prosql32.dll.
Reboot the system so that the system will properly load the newer copy of the file into memory.
