Only two decnet servers spawning on VMS: workaround

There is a problem with the progress.cld file for version 5.2I of
progress which limits the number of decnet servers the broker will
start to two. This can be corrected by editing the progress.cld
file and changing the following line
maxprotocol value(default = 1 type = $num)
to
maxprotocol value(default = 4 type = $num)
^
This will set the default to 4 the same as the default number
of servers to start. To start more than 4 servers just use
maxprotocol nn on the command line.
