Promon displays "PROGRESS version" and returns to prompt with no errors.
Cannot shutdown the database
Cannot start PROMON
Dr. Watson log shows Exception number: c0000096 (privileged instruction) in _mprshut.exe
CAUSE:
Corrupted Windows OS libraries
FIX:
Re-apply the latest OS service pack in order to get correct versions of OS libraries
