Trying to start Report Builder(prorb32.exe) from an icon using an ini file.
CAUSE:
The PROMSGS environment variable was not defined in the ini file.
FIX:
Add the PROMSGS environment variable to the [Startup] section of the ini file and ensure that it correctly points to the promsgs file directory.
