escape key does not close dialog box when caps lock is enabled
CAUSE:
Microsoft has confirmed this to be a bug, refered as :
129861 - Pressing SHIFT+ESC Doesn't Generate WM_CHAR on Windows 95 and Windows 98
FIX:
This is fixed in Windows 2000.
