Adm-enable in smart.i doesn't enable fields
In previous V8 beta release,the header comment of procedure adm-enable
in smart.i states that it enables fields along with other objects in
the SmartObject. This is no longer true. Now adm-enable only enables
an object,not the fields in it. This allows a user to enable an object
such as a SmartViewer for use independently of whether the database
fields are enabled for input. The code in adm-initialize dispatches
both 'enable' and 'enable-fields' unless told not to.
