FIX:
Assuming that NS1 exists, use the following steps for set up from within the Progress Explorer:
A) To make a Neighboring NameServer with an example named NS2.
1) Create a NameServer named NS2 within the Progress Explorer.
2) Right click on NS2 select Properties.
3) In the advanced section NS1 will be listed under the Neighboring NameServer group box.
To select NS1 as the neighbor of NS2 click on NS1 to highlight it and click OK.
Without this step it is not a neighbor.
B) To make NS1 no longer a neighbor of NS2:
1) Hold down the control key
2) Click on NS1
3) Click OK.
