GOAL:
Is it safe to kill a remaining Progress SQL process, after the database is shutdown.

FIX:
Make sure that the database is actually shutdown.
Safe is a relative term.
Getting rid of the process, in itself, if Progress is no longer running should not be a problem.
If possible, kill the process by its PID number.
Otherwise, reboot the server.
