NT v7.3B Server TCP/IP clients not disconnected, rec locked

v7.3B NT server and TCP/IP clients.

If a client abnormally terminates (ie. shuts off machine), the NT
server will not recognize the termination and the user will remain
logged in and any records that client was working on will stay locked.

In order to prevent this, a entry has been introduce in the [startup]
section of the progress.ini for the NT server product.
The entry is ClientTimeOut=n where n is the number of minutes before
the server will check to see if an inactive client is still connected
or not.

This is documented in the online release notes for the 7.3B nt server.
Note that this is not implemented for the 6.3E NT server. You must
manually kill these users with 6.3E NT server.
