SYMPTOM(s):
Because of the version of Progress you are using, the dictionary is in read only mode
Progress Database License only
Trying to make schema changes from Data Administration
CAUSE:
Database licenses is a type of run-time license, run-time license does not allow changing schema.
FIX:
Use the -rx client startup parameter.
