Migrated database over from V7 to V9.
BUFFER-COMPARE on a decimal field with same value is failing.
Fields that have 0.1 and .1 should be the same and BUFFER-COMPARE should return true.

Bug #20030417-010
CAUSE:
The format of the decimal stored in the record with leading 0 (0.1) is in an old format.
FIX:
Fixed in 9.1D07
