Why is the "Move Data" feature grayed out within the Progress-to-XX Utility screen?

FIX:
A development license is required to move data. This license has to be installed on the same machine where the DataServer Migration Utility is being run. Development licenses, i.e., Provision, Provision Plus, or 4GL development will allow you to move data over into the foreign data source via DataServer.
