SYMPTOM(s):
Error starting a database server.
Workgroup server cannot support more than <number> users. (5052)
CAUSE:
The Workgroup Database licence has a hard-coded limit of 64 connections (-n parameter).
FIX:
In order to support a higher user count you must migrate to the Enterprise Database licence.
