MS-Windows dithered colors can be BGCOLOR frames & windows

In the MS-Windows Control Panel, users have the capability of defining
custom colors which may be solid or "dithered" (with a textured
appearance), depending on the drivers and colors available on the
machine. PROGRESS users can specify custom colors in the UIB or their
PROGRESS.INI file to be used with their 4GL applications. Some of
the specified colors may be these dithered colors. Dithered colors
can be used as a background color using the :BGCOLOR attribute on
Frames and Windows only. MS-Windows does not support dithered colors
as the background color for controls (widgets) such as buttons. This
limitation is imposed by the MS-Windows environment and cannot be
modified.

Selection of a dithered color as a background color where it is not
supported by the windowing system will result in the corresponding
solid color being used instead.
