Permissions correct on ubroker.properties directory and file
ubroker.properties file not corrupt, copied the template again to make sure
CAUSE:
Progress installed to a mapped drive of the same machine. This mapped drive was to a local drive on the same server.
FIX:
Install Progress to the local drive not to a map of the same drive.
