FACT(s) (Environment):
Windows NT 32 Intel/Windows 2000
SYMPTOM(s):
Database cannot be started.
** Unable to open parameter file <name>, errno <number>. (1247)
** Unable to open parameter file <name>, errno 13. (1247)
Trying to start database using Local Administrator account
CAUSE:
Errno 13 means "Permission denied".
This error will be caused if the username used to start the database does not have read access to the .pf file specified.
FIX:
Ensure the username used to start the database has the required access rights to the parameter (.pf) file.
