FIX:
It is always best to upgrade to the latest commercial release.
The reason for this is that if any problems are encountered, for example a bug, it can be addressed in the latest commercial release.
The last version of 8, which is 8.3E, is no longer being patched. It is in the "Mature" lifecycle phase.
A description of this phase from the 'Progress Product Life Cycle' document can be located on the Progress Web Site and reads as follows:

Mature Phase products do not receive new features and support services are limited. You can continue to deploy existing applications built on Mature Phase products however, tPC strongly recommends that customers use newer versions to build next-generation products. Mature Phase products will NOT be evaluated for certifications on new operating environments.
Due to the advanced age of Mature Phase products, only Limited Basic Support Service is available. Please refer to the Product Support Services section of this document for a listing of services covered under Limited Basic Support Service. With the knowledge and skills available, Progress Technical Support will provide commercially reasonable efforts to resolve customer issues and answer customer questions on Mature Phase products licensed under a Limited Basic Support Service maintenance contract. However, the knowledge and skills required to resolve issues on Mature Phase products is NOT guaranteed.
Due to the terms of Limited Basic Support, tPC strongly recommends that customers migrate to fully-supported Progress products as soon as possible in order to maintain the highest level of support for their applications and systems.
