There is a bug in the DEC VAX CRTL (C runtime library module) that
prevented PROGRESS from correctly accessing files that had ACL's
(access control lists) on them. In PROGRESS version 5 (the first and
all subsequent commercial versions) we have implemented an internal
workaround to the DEC bug so that we can correctly access files that
have ACL's on them.
