FIX:
You need to use netsetup.exe with the silent "-s" option and create a setup.iss configuration file. The steps required can be found in the Progress Installation and Configuration Guide for Windows, Section 3.5.2 "Executing NetSetup With the Silent Installation Option".
The silent NetSetup installation is only supported from Progress 9.1D onward.
