The answer to this depends on whether or not you are looking for a way for calculating the database size when you are in the planning stages, or for a way for calculating the actual size of an already in use database.
When planning the database, the formulae used should be those suggested in the Database Administration Guide and Reference.
For checking the size of an existing production database in v9, then the _Filelist VST could be used. This table gives the sizes of every database file and extent. It is also what is accessed by dbanalys.
