Because these two rules use information that is valid only for the database they are assigned to, it doesn't make sense to add/configure them in a rule set that can be assigned to many databases. Therefore to add these rules, you must go onto the monitoring plan for the individual databases and add/configure them there.
Also, if the DBAgent is not running, you will not be able to configure them because information must be retrieved from the database to determine what areas are in existence.
