CAUSE:
Control panel/display/Appearance/effect Toggle-box "Hide underlined letters for keyboard navigation until I press the Alt Key" was CHECKED.
This new 'feature' comes with Windows 2000 and Windows XP and is CHECKED by default.
FIX:
Uncheck the toggle box "Hide underlined letters for keyboard navigation until I press the Alt Key" in the Control panel/display/Appearance/effect
