SYMPTOM(s):
error #7021956244000743777 when using local admin commands like proadsv -query etc.
executing the same commands as root works.
CAUSE:
Installation was not done the supported way. The AdminServerPlugins.dat only had read permissions.
FIX:
New installation of Progress as root with the required permissions for all the progress files.
