Unable to start <service name> (8297)
The NT has SP 6a
CHANGE:
Security permissions on the database folder was changed.
CAUSE:
Because of the Security permissions on the database folder, the lock file could not clear itself even though the database was not running.
FIX:
Log on as system administrator and deleted the lock file.
